I found the Google Recorder app, previously only available on Pixel Phones, for the Pixel Watch and installed it. Recordings appear to be stored on the watch and synced with the phone, which then appears to sync to the cloud. However, when I delete a recording from the phone that doesn't appear to change the watch.#

Discovered that Wear OS 5 was installed on my Pixel Watch recently, but so far none of the new "features" appear to be accessible.#
